I would like to know this as well. There is a console command that brings you back to the character generator (runscript chargen) but there are no options there(the buttons are there but no sliders or actual options to change anything).

One of the beta group figured out how to use the toolset's GFF editor to edit a savegame file and swap in an arbitrary new head, so character appearance should be changeable by this method mid-game. In fact, you'll be able to swap in a head that's been made with the toolset's head morph editor so you'll have a great deal more flexibility in appearance than is available from the game's character generation head morph editor.
I don't know how the soundset selection is stored in the savegame but I wouldn't be surprised if it can be changed in a similar manner.

Instructions on how to use a toolset created head morph in game can be found in the project called 'Beerfish Excel utilities' As Bryan said the voice data is probably in the save game/character file as well. I could look into trying to figure that out.

You can change your soundset by opening your most recent savegame (My Socuments/BioWare/Dragon Age/Characters/{character_name}/Saves/*.das) with the DAO Toolset. Next, find the variable under SAVEGAME_PLAYERCHAR -> SAVEGAME_PLAYERCHAR_CHAR -> SAVEGAME_PLAYER_SOUNDSET, edit its value entering a soundset name, in my case, "ss_pc_felf_exp". You should also need to change the "SAVEGAME_DEFAULT_SOUNDSET" variable with the same value. Remember to save before exit toolset.
I don't know what soundsets names are avaiable, but you can open another character savegane file to get your desired soundsetname.

You can find all the listed soundset names in C:\\Program Files (x86)\\Dragon Age\\packages\\core\\audio\\vo\\en-us\\vo
Just scroll down to the ss_pc_ section. That is only for reference so you know what the name is by the way, don't actually mess with the soundset files.
Thanks Alpharian, I also forgot to set my characters voice to the desired one..haha.
I'm going to try modifying using the toolset.

I found that the face is stored in PLAYERCHAR\\PLAYERCHAR_CHAR\\PLAYER_MORPH of your savegame.das file in Documents\\BioWare\\Dragon Age\\Characters\\[name]\\Saves\\Slot_# folder. So, you can actually use the in-game editor to create a new character and copy/paste the BINARY data (right-click) between your save files using the toolset.

I knew of this method, but some people wrote that this results in characters with no head at all and therefore I never tried it myself...

This is how i did it sorry if you cant follow it right i wrote it real quick.
Its a bit difficult. I managed to do it by creating a new game and splicing the new save onto the old save only changing the character appearance. Make sure you make a backup of your save games you can find them in your documents folder (this is what it looks like in windows 7 "C:\\Users\\your name\\Documents\\BioWare\\Dragon Age\\Characters\\your character name")
MAKE SURE YOU BACK UP THE ORIGINAL SAVES
1. open the original save game that ends with ,das then open the new save game that ends in .das
2.expand "SAVEGAME_PLAYER_CHAR" then under "SAVEGAME_PLAYER_CHAR" you will see a sub category called "SAVEGAME_PLAYERCHAR_CHAR" delete that one in the original and copy "SAVEGAME_PLAYERCHAR_CHAR" from the new one into the original.
This will copy the new character over the old one. unfortunately doing this will remove all your stats and items from your inventory.
So now to fix this we open up the backed up original file and copy back over SAVEGAME_EQUIPMENT_ITEMS and SAVEGAME_CREATURE_STATS.
I hope you got all that:unsure:
