Meaning of +20% Fire Damage for Mages

When an item has this designation (say for gauntlets) what does that really mean? 
Does it add 20% damage to fire related spells? 
Does it add fire damage to anything else (such as attacking with a staff or other non-fire related spells)?

It means +20% fire damage. So I have no idea and would like to know as well.

It adds 20% damage to all spells of the fire element and any staves that use a fire projectile.

That brings up an interesting question then - how do you know what type of projectile the staff uses? For example the Staff of the Magister Lord - what projectile does it use? I had previously been using Winter's Breath and would have thought it would fire cold but I think it was firing arcane bolts. Is the projectile something you can set somehow?

The damage type of each staff is fixed and can't be changed. Ingame there's also no way of checking the damage type other than testing. But you can check the wiki for a list. However, I have no idea if that list is correct.

You should be able to tell by the damage floating over the baddies. The color of the damage (blue= cold, green = nature, etc) number tells you what school of damage it is creating.
