After completing the game I am offered a choice to restart the game with bonuses or carry on and complete and quests I missed. I chose the latter but I would still like to go back and start the game again with the bonuses when I'm done. Does anyone know to do this?

When you select new game from the main menu, there will be an option to import ME2 character. Select that, then select your character from the list that follows.

You can keep playing,finish up all the loose ends then use your latest,post end game save to import.The new bonus is tied to the long service achievement.
