Tough luck for you guys, but one of the Bioware staff said that being unable to reallocate squad points for the current playthrough is working as intended.
Maybe in ME3, but I wouldn't hold my breath for ME2.

I support this.
Would love to have the talents like they were in ME1, felt more like actually building your character and teams strenghts and weaknesses than it does now.

I have the problem that one of my team mates has group disruptor ammo and i have group AP ammo. When i give the order to use my group AP ammo the team member is overriding my order and all have disruptor ammo thats annoying spacial on harder difficulty lvl´s.it doesn't mater if it is a synth or something with bones and flesh always disruptor ammo.

I'd vote yes to this. I can't imagine how many times I asked myself, "Was it really necessary to max out that squad member's skill only to find out that only a point or two might just be sufficient?" In normal difficulty, I didn't care that much; but in Insanity difficulty, I changed the Auto Level Up option midway to off as the automatic options doesn't seem very bright as far as allocating skill points and choosing evolved versions of certain skills are concerned.

I vote no, and here's why.
A side-effect of the inventory changes is that there's no longer any such thing as a squadmate who has "all the good stuff." So when you go out on a mission, you can just take whichever character has the best skills for this mission, or just the character you feel like running around with right now.
Sure you could always do this if you felt like it, but on all other Bioware games I've played that have camp characters - and that makes all of them, I believe - I always felt kind of married to my main party members. I don't feel that way in this game. I mix and match a lot, and it adds variety to the game.
But if you go spending a bunch of your precious eezo on respecs for somebody, you're gonna wanta have that character with you all the time. I really like lacking any incentive to specialize in a particular character, and I think Bioware engineered it that way on purpose. This would threaten it.
