Not playing the 360 version so I'm not sure if there remains any buttons that can be bound to dodging.
I watched the IGN video about all the new stuff in ME versus ME2 and it seems like most of the time you're hiding in cover where just being able to dodge heavy attacks would get the job done.

most "heavy attacks" track you and cannot be dodged simply by moving to the side like the first game

It's not God of War. Rolling out of the way of gunfire doesn't really work. Especially when the guns are firing effing lasers.

Yes, specifically for this, because some, even Harbingers uber slow knockback can be dodged by walking around it.
I suppose specifically it is the one I meant to address. You can't dodge while in cover because you're already down. When that attack is coming, there's very little you can do to avoid it without getting nailed by the spray from Harbinger's henchmen. But getting up, and side stepping it is possible.
It's being able to dogde while in cover that is kinda critical. But dodging while standing up/shooting, stop shooting and GTFO of the way is also lacking.
