I could not find the search function for these forums so I could not look up the issue.  After much research online  I have been able to redeem my preorder codes for mass effect 2 by linking my gamertag to an ea account and then having a bioware account linked to my ea's account / gamertag.  Not only that, I also changed my xbox live e-mail account so that all the links are done on the same e-mail account.

After redeeming the codes successfully on this site, the cerberus network was still closed.  Whenever I would try to access it I would need to type in a guardian's e-mail and once I'd type my e-mail it would say that the connection didn't work.

What's going on?  Can anyone help me figure this out?

I'm guessing EA's system has you at under 18 years of age, but I don't see how that should be causing your problem. You may have more luck asking in the respective platform's tech suport forum.
