I don't think they need more races. Adding loads of races brings the danger of having some stupid cat people or blue hobbits that just look ridiculous. The more races there are, the more ridiculous they get and the less seriously you can take the game(like those fish people in Elder Scrolls).
Also, it wouldn't be right if they just suddenly said there's a whole race of people that for some reason no one has ever mentioned or seen so far in the game.
YES. Don't just add new, generic races for the hell of it - flesh them out. You have hobbits. Great, now what are you going to do with them? What's their backstory? How are they interesting?
Elves in the game are interesting since unlike other fantasy, they aren't perfect here at all. They spend most of their time either running (the Dalish) or under the thumb of humans who oppress them. Add to that, they are inherently insular and seperate from humans because if they have a child with a non-elf, that child is also a full human. In DA, elves are weak - so weak in fact, that it's very tempting to eliminate them if it means that you can get the aid of the werewolves, who are your perfect killing machines.
Dwarves are interesting because they have a brutal, irrational caste system and a decadent ruling class that wants to keep to the status quo. They are really nasty towards one another. But some of this harsh rule is justified because they have to contend with the Darkspawn all the time, whereas surface dwellers don't.
I don't think halflings would add anything to the world. In fact, they'd probably detract from it - how would you introduce them into the game plausibly?
