Does a patch take effect immediately after you download it? Even in the middle of a playthrough?

I can't tell whether or not the patch took effect or not. I'm still able to spam Blizzard and Cone of Cold like a cheap mofo, some selectable corpses still sometimes contain no loot, and some conversations still loop. I'm close to the end of the game, by the way. Infiltrating a certain person's castle to rescue someone, I mean.

On an unrelated note, I'm getting unbelievable delay during battles when casting spells, performing actions, and using potions. Damage doesn't register properly, and a character will perform a spell, skill, or use a potion 10 seconds after I make the command. And for some ridiculous reason the enemies aren't hindered by this like I am. For example, one time I told Morrigan to cast Cone of Cold on a mob of enemies. She does nothing. A moment later she suddenly casts it at the exact same spot, but the mob of enemies already moved past her. Is there anything I can do about this? All my settings are at the minimum and I'm still getting all this.

Not sure about patches, but I had Bann Loren's lands appear unexpectedly on my map mid-playthrough before I'd even downloaded RTO- that was how I discovered it was released for PC.

Most patches and mods I install between playthroughs for fear of bunging up the game I'm currently on.

Forgot to mention that my computer is moderately capable, being able to run intense online games smoothly such as Counterstrike or Frozen Throne. The delay that I get is just something else, though.

You did run the patch and not just download it, yes? ;)

Yeah, it should take effect as soon as you install it, even on an existing character.

Hmm, I see.

But does anyone have a solution for my huge delay problem?
