Depends on whether you know how to use Charge. If you like to use Charge, I'd take the Claymore. The low ammunition kinda puts it off, though. If you want to last a long while, and pick off enemies? Get the Sniper Rifle spec. Hell, take the Sniper Rifle Spec. The Vanguard doesn't have very many long-range abilities that are amazing.

For a power, Warp Ammo is kinda useful, but I had a lot of fun with Reave while sticking back and sniping down enemies.

Picking up an SR changes the playstyle to be more like the soldier/infiltrator. I prefer playing the classes differently from each other, so my preference is the Claymore.

As for bonus power, I like Barrier at all the difficulty levels. I prefer to evolve it for increased duration. 2 minutes is all it takes to clear the majority of rooms, even on Insanity. It meshes incredibly well with the shield restoring capabilities of Charge. AP or Warp ammo might be tempting, but shotguns obliterate shields/barriers, and incendiary ammo tears through armor and health. So picking up another ammo power is pointless.

I like the second shotgun more than the claymore. It is not as powerful but shoots around twice as quickly so the advantage of the claymore is not that much.

The sniper rifle on the other hand is a big addition though as was mentioned, it makes the end game similar to soldier and infitrator classes which rely on the sniper.

The AR is a bit better than the SMG, IMO, but the SMG does a pretty good job as is so again, not as huge an advantage as taking the sniper is.

Claymore shotgun for me. I am an agressive heavy charge user and after a charge, the claymore shotgun with AP ammo one-shots practically everything even on the higher difficulties.

The scimitar shoots faster, but you have to make every shot for it to be as effective as the claymore. With the claymore you get at least one guaranteed devastating point-blank shoot to the face in slow-mo with heavy charge.
