Why must the community rely on mods to add BioWare's OWN hairstyles to the game?

That's idiotic, and if that was truly their intention then they failed hard. At least in ME1, every human female NPC shared the same 3 hairstyles as the player character. Now about 98% of them still do, but 2% have much better looking, unique hairstyles that Shepard can't have.
Shouldn't Shepard be the one with unique hairstyles, not the other way around?

bioware created content to serve a purpose, you found the pc files and you have a completely different purpose for the content. your purpose != bioware's.

You should look up APB, which runs on the same engine and has the most advanced character customization ever.

why would you suggest that bioware owns the fileS? i said that the game designers chose to make a game decision. just because gamers want haircuts that were designed for npcs doesn't mean Bioware is withholding content. they made a choice of what is for the player character and what is for npcs.
