That's just it, I don't think they're linked that way at all. Legion can access the extranet, sure, but nothing happens to suggest he can simply contact his entire race at will. If he could do so, why would he only build consensus among the 1000+ programs on his platform, instead of asking the entire collective?

Legion tells you himself that they communicate at light speed using those buoys. He accesses the geth network when he retrieves the earliest geth recording. EDI then compares the main geth network with a galactic arm, something beyond her comprehension.

Naturally this method of communication would involve lag over the great distances the geth are spread. It would not be efficient to consult the whole of the geth for all decisions that can be made many times faster within the local network, Legion specifically.
