The launcher uses a music file called 'background.wma'. Find it here on a retail installation of windows x32.
C:\\Program Files\\Dragon Age\\data\\launcher
I would try replacing this file with another wma that you know is working. Does the static re-occur?

I have the same problem all the sudden. I finished a playthrough and haven't played for a while because I was waiting for Ostagar... accidentally opened the launcher a while ago and I get this awful staticy version of the music. It's also horribly loud. Nothing else has a sound issue. I've already tried to reinstall my drivers after cleaning them, nothing. Figured it was a game problem. Uninstalled the game...
...And now the autorun has the exact same problem.
The WMA? Works fine. Plays just fine on its own.
I am fast approaching my wit's end here.
There IS a perfectly workable temporary fix, though. Rename the background music file. Make a new file. Name it background.wma. Now the launcher plays only the silent file, no static included.
