So if you choose to let the Blood Mage live, does he provide the two blank skills in the power of blood talent tree later on? Also I'm unable to get Levi to sell my anything, any way to fix that?

you get the skills by drinking the alchemical concoction, not from the bloodmage. Its a room jsut before the bloodmage. So all you have to do is agree to help sophia then head to the tower, learn the skills then decide on who you want side with after that.
I would side with the bloodmage in the end though, since you get to loot sophia armor set if you kill her. ^-^

Once you've taken command over the fort...you are no longer allowed in. So, as far as I have seen, there isn't much of a difference with who you side with. As such, you may want to just kill everyone.
I think those 2 blank spots means just that there isn't any skill to go there. Everywhere else, skills you can obtain are just grayed out.
