When you first go to the Citadel that c-sec captain talks about all the paperwork and such required to put you back in the system and offers to do it for you. On my first playthrough i told him to just forget about it so i could keep my ananimity, but then when i talked to Anderson(or whoever the councilor is) he says he can re-instate my Spectre status which i accepted.
I'm wondering do those two decisions negate each other do they both have different effects?
Is there a benefit to staying "dead" on the Citadel?

Seems a bit odd that you would choose those two options together? I know its your choice and you can do it. I guess the question should be more pointed towards Bioware to state that if you chose the first, shouldn't the spectre status question have been removed?

I've been wondering this myself. I wonder if it will have an impact in ME3, but as far as I can tell, it doesn't affect ME2. All the important characters that matter know that Shep is alive. Even if you never visit the Citadel, Ashley heard rumors that you were alive (TIM spread those rumors). When you first meet with Liara T'Soni, she tells you that information is her game and she found out you were alive before you met her again. Of course, the Collectors know that you're alive no matter what you do.

Information regarding the specters isn't handed out freely. It's like a cop. They have a name and a badge ID. For cops, the two are connected, but I don't imagine the same has to be true for specters. If Shep uses the nickname John Doe and he identifies himself as a specter and verifies it with his specter ID, then people won't know that it's the same specter that saved the citadel.

You can choose to stay dead and get reinstated - there's no immediate connection. Personally, I'm dead and not a spectre. There's no official record of me anywhere... How valuable that will turn out to be, well, just have to wait.

my paragon is a dead spectre on a mission in the terminus systems...odd i know
I dont think it will be hard for people to figure out a dead spectre getting new missions and completing them is a living spectre.

Well, i'd figure any sort of "still dead" cover is blown as soon as you speak to the reporter in the Citadel, no matter how you handle it...

Not to mention all those endorsements you give to the shopkeepers.
I hadn't thought about untill after really but i assumed that the spectre is just a title like Azkit said. They talk about how it's a "symbol of hope" so that's why i kept it, geuss it's just a matter how you perfer to go about saving the galaxy.

When you think about it, it does seem a bit strange that the option is there considering as mentioned some people recognise you soon as you walk up to them. Before you even get an endorsement at least one of the shopkeepers recognises you straight away (the salarian on the citadel)

A thought just came up. If you port an ME1 character to ME2, but completely change their face to something different, do the shopkeepers and other people still immediately recognize you as Sheppard?

The C-Sec officer is scripted to accomidate both Anderson being on the council or not. As far as I know the only way to be reestablished as a Specter is to have Anderson on the council.
