I know there is a sticky about this but it is pretty long now so here are my two cents:
More armor and weapon variety
There are around four pieces of armor for each body part and the bonuses are nearly negligible for the most part. If you are an Infiltrator you will get the Visor for head shot damage bonus even if you dislike the look. We don't really get to customize our armor if we intend to have an optimal character. We need more pieces with significant bonuses as the game progresses like armor progression in ME1 where we would find Colossus as we got to Level 50+.
Bring back the weapon stats and weapon system similar to ME1 were we could customize our weapons with different upgrades according to preference or class. It doesn't have to be the same but I'd like to find new barrels, scopes etc. I don't know about you but I never really noticed the weapon damage upgrades at all. The upgrades should adjust to our playing style and class. As an Infiltrator I would give up having 50% extra damage for 100% bonus head shot damage. All upgrades are too generic and it just felt like a shooter were weapons have predetermined stats permanently.
Also new armor for Squad, not just one color swap.
Make us feel like we are getting stronger
The game is consistently the same difficulty from level 1 to 30 no matter what and it really shouldn't be that way. I play on Insanity always because to me it is the way to truly measure classes rank in comparison to the others. No matter how many upgrades I got I could barely take any damage before being near death with a few exceptions because of how armor works in this game. It adds no damage protection, it doesn't enhance shields, no power resistance it just gives 3% more weapon damage etc. That's the prime example of "streamlining" going too far to appeal to a broader audience. Back in ME1 by the end we were a powerhouse crushing everything left and right and it was awesome. You really saw and felt the progress.
This is all tied up to the watered down skills and halved level cap. I know it's more work but they need to increase the level cap and add depth to the skills. You can't even discuss builds anymore. What builds? There are like 4 skills and each can go up four times. Back in ME1 there were a lot of different builds for all classes given all the customization we could do with our preferences.
Earth
I think we can all agree they have to include Earth for the finale. How can they not?
Save Import Improvements
It would be nice to be able to change our class again like in ME2 but also change major plot choices if we choose to. For ME2 I don't have any save with the Council alive and now I would have to beat ME1 to see how it would change the events on the Citadel. Also when starting a new game+ I would like to have the option to change my class again. Paragon/Renegade points have to carry over.
Planet Scanning
It has to either improve dramatically or be scrapped. The scanner was a cheap way to add a lot of play time that could have been used in more side missions. It's tedious and boring and I don't want to ever have to deal with it again. Bring back an improved Mako or something fun. Also, why can't we sell extra minerals for credits in Fuel Stations or in cities? They could have a system of demand were you can get better prices in Tuchanka for Platinum and more for Iridium in the Citadel or something like that.
Global Cool Downs
They have to go. Specially for Adept's sake but also by the time some skills cool down we don't need to use them anymore. When Shield/Barrier/Armor is down enemies go down extremely quickly and more often than not it is easier/faster to just shoot to them to death than wait another 2-3 seconds to see a pretty animation to the same thing.
Dialog Skip
Too many times I chose a neutral response trying to skip through dialog. They need to make dialog choices be chosen only with A or some sort of protection against this.
All cut scenes skipable
Self explanatory.
More health =/= tougher
A lot of big mechs and other "bosses" just had a ton or armor a shield/barrier to give the illusion of difficulty but they were just a regular enemy that took twice as many bullets to kill.
Reduce loading screens if possible
GTA IV had barely any loading screen in a big world with a lot going on. I have to wait 3-6 seconds to go from the Captain's Cabin to the second floor? Loading screens are too long. At this point in the 360's lifetime one would think they could have optimized it unless this is really all the 360 can do.
Achievement bonuses
In ME1 one of the coolest features was that achievements actually unlocked in-game bonuses like extra weapon damage etc. I'd like those back. Also, achievements are extremely easy to get in this game. It took two playthroughs which sounds pretty lazy on devs part.
Take SDTVs into account
I know HDTVs are relatively cheap compared to before and so cool etc but not everyone can afford one. Some people are going through pretty tough times or simply don't want to have the higher power consumption and the text was absurdly small in SDTVs. It's very simple to make captions bigger with an option in the game settings.
Squad comments during missions
Dragon Age: Origins is a wonderful example of this. It's a very nice touch and makes for some very funny moments.
Things to improve for ME3 IMO.
