In the mass effect 2 guide, under some class skills it says "paragon and renegade scores reach their highest level" or "points in this skill are required to access the most critical paragon and renegade conversation options in the game". Does this mean that without those skills you cannot reach the highest level of paragon/renegade simply through actions/playing the game? and does this restrict conversation options to classes?

I do not know the answer to your question. I had pretty high Paragon most of the game and capped it fairly early, so I never had a Paragon option I couldn't choose.
However, I did learn something interesting. The Paragon/Renegade bonus you get from your class skill is NOT permanent. At lvl 4 of your class skill you get two options. One version gives you +70% Para/Rene increase and the other gives you 100%.
I had 100% Para/Rene skill for quite a while. Later in the game I filled my Paragon bar. I then respected from my 100% increase skill to the 70% version since I liked the other weapon increases that came with the 70% Para/Rene. When I checked my character screen my Paragon was no longer maxed. So I respeced again and checked my Para/Rene before I specced, and it was even lower. I then started placing points in my class skill and my Para/Rene started adjusting as I increased my class skill.
I was under the impression that when you made a choice you got a permanent increase based on your class skill during that choice. However it would appear that the bonus is actually applied to your base Para/Rene score.
