If you had enhanced the attributes/skills of your character with tomes, and import into the expansion, will the imported character be able to retain those points if you opt to re-spec?

Given that existing third party respec mods can retrain tome points, I'd be surprised if BioWare couldn't make it work that way with the expansion.

I almost wish it so people would multiplied tomes will be screwed.

Chances are that if your attributes/skills/talents carry into Awakening, so will all the attributes you gained from tomes/quests/Broken Circle.

It'd be really silly if they didn't.

I don't see why not. Be damn unsporting if you couldn't, you've earned those points in one way or another - they're your points!

Given how the level progression works, I would think it would be impractical if the game didn't let you keep those points. Unless there is a forced respec at the beginning that only gives you attribute, skill, and talent points based on your level, which seems unlikely, I don't even think the game keeps track of what you spent from level ups and what you spent from tomes.

Another question, will all addons and mods be compatible with this expansion?

Some will, others won't. Compatibility depends on the mod, really.

To give examples:
If the mod redoes all the rules of the game and the expansion pack introduces new rules then obviously weird things will happen if you're using both. Sometimes mods will work fine, but do things that won't apply to the expansion pack. For instance, if you have a Party Chest mod, you get a new chest at your regular party camp, but I'm willing to bet that the expansion will have a different party camp, so even though everything runs properly, you won't get your party chest in your new camp until that mod gets updated for it.  And sometimes mods will work perfectly, no changes needed - this is most likely to be the case with cosmetic mods which change models, textures, etc.
