The Dual-Striking Mode, combined with Momentum is deadly as hell. However, you cannot crit or backstab while in DS mode. Some people will tell you different, but for me that's basically a no-no as Rogue, even a combat-heavy one. It depends on your build though... rogues have a lot to choose from, if you have the points for it, DS mode can be a good backup if you HAVE to tank something. Generally, though, if you're tanking with a rogue it's just... not the best idea. The combat moves are nice, but better for Warriors. Their debuffs are a bit redundant as a rogue, IMHO.
I recommend getting the first 3 Dual Weapon training (so you get attack bonus and backstab bonuses), and the whole Flurry line, all the way up to Whirlwind. The 4 points you can spend on the Dual Striking tree are probably of more use in Stealth and/or Deft Hands.
Oh, the only real difference between Combat Stealth and the upgraded version is you can stealth bosses sometimes with the upgrade, not so much with just Combat Stealth. If you're planning to solo it's probably worth it.
