Hey, I've downloaded Mass Effect via Steam today and I've been trying and trying but it won't open it. My computer can run it and I've checked my drivers are updated and all the files are there. I'm running windows 7, on the steam page it says that you must run it as an administrator, I've tried this right clicking it, but this doesn't work. Every Time I've tried to open it, the steam window opens saying it is launching it, then the box disappears and nothing happens. Help!

First go to where the game is installed ( steam/steamapps/mass effect ( or something like that)) then find the mass effect exe file ( not the launcher ) it should be in the binaries file. Right click and set it to run as administrator.

Next locate the openal32.dll & wrap_oal.dll files in the windows/system32 folder and copy / paste them into the mass effect/binaries file to overwrite the ones already in there. Game should now run okay.

I am having a very similar problem, though mine is not the Steam version.  When I double-click to start up ME2, the splash page does not come up at all.  When I check my Task Manager, there is already an .exe for ME2 there, running anywhere between 200 kb up to 1000+ kb.  I cannot End Process or End Process Tree for it, either.  I have also tried re-starting the computer, but it seems to appear immediately after logging in in Task Manager as well.
