I thought that I recognized the voice of Tali's aunt (the one on the Admiralty Board) from a couple of episodes of FlashForward, and it turns out I was right. Just checked and she's from Iran.
On the other hand however, the surname of the actress playing Tali is Polish... or at least there is a Polish word (spelled and pronounced the same way) and it means 'magpie'. But, the accent itself is far more Turkish/Iranian than Polish.

What about Dutch? Adam Baldwin voices one of the quarians in this game. Quarians from different ships seem to have different accents.

Yeah, I believe that vague Slavic is the best description we will get. Because as I said, I'm pretty sure I read somewhere that it was made up.
