Its Transylvanian brogue, eastern foothills of the Carpathian Mts. Generally found among the poorer class.

- Transylvania is a province North and West of that mountains, on the East is Moldova province of Roumania (I'm from there) and absolutely has no Roumanian accent. Still, in that region indeed local accent is a little softer in rural areas, and little further East over Prut river is Republic of Moldova and Nord is western Ukrain. Population from those regions speak both roumanian and russian and they have a specific way in softening vowels especially "i" like in russian, like I said, "still" from Tali sounds somehow like "steal" (I can't put here other exemples, it could be spoilers).Gordo Schumway wrote...

LE
- I use old term roumanian instead of romanian because gypsies (false pretended egyptians) had self entitled "romani" to spread confusion again, using now "politically correctness" to enforce that. In Roumania, officially "gypsie" or "tzigan" are banned and is now similar with "******" in USA.

I actually thought Bioware handled the Quarian accent thing really well in ME2. If they made EVERYONE sound like Tali it would have been problematic; a race of space gypsies would be pushing the limits of political correctness; instead, we have each individual ship in the flotilla like it's own country, complete with different accents (Han'Gerrel, Kal'Reegar, etc.). We still have the little gypsy connection, which is good, as it it gives us a real world comparison for Tali and her people, but it's only vaguely symbolic instead of so right in your face.

Whatever it is I hate it, its a pain to listen to her. Will never understand her popularity.
