Do you need to finish your game after getting morinth to make the Dominate power available to all your characters?

No. I picked her over Samara, then reloaded the game, picked Samara and continued playing..then I found out I can choose Dominate as a bonus anyways

So as far as I know, you do not have to complete the game.
