[Missouri Tigers]

So I'm a Sentinel with Power Armor (an evolved Tech Armor) and I'm choosing the best armor for my Insanity playthrough.  When an item says "+10% shields" or something like that, does that mean I have more shields on my Tech armor, or is it useless (because I never don't have Tech armor on)?  Also, whats the deal with "+5% shield strength", does that improve my Power Armor?
