While talking to the Press during development, didn't Bioware reps initially say that Jack (still called exclusively "Subject Zero" at the time) would be a romance option for both male and female Shepard?
Also, I'm disappointed, as a fan of Bioware and of RPGs in general, that they don't allow the opportunity for homosexual romances in the Mass Effect series (unless you count Liara, though the Asari are still considered "mono-gendered"). The only true option in ME2 for same-sex romance is Kelly Chambers for a female Shepard. The lack of options in this department is precisely the reason why my fourth Shepard, a lesbian who romanced Liara in ME1, will die by my hand in the suicide mission, as I don't have much use for her beyond ME2, unless Bioware expands the romance options in ME3.
Bioware was going on about multiple romance options for months. Thane was also meant to be bisexual.
Liara may be mono-gendered but Female Shepard's attraction to her is still based on perceiving her as a woman. Thus making it a lesbian romance at least for the female Shepard if not for Liara. Bioware has been silent on why this content was disabled sadly. :c
