The command doesn't work, i don't know why. Maybe i don't have the access to the /data folder, how am i supposed to have it?

Another solution may be:
It is possible that your SQL service has no administration rights. Try changing this in control panel -> administration -> services -> properties of "SQL Server (BWDATOOLSET)" -> login tab -> check "local system account".
But even then you probably would have to execute that loong command mentioned above to get the two database files.

Yep, I'm also missing the files in the "Data" folder.
Thing is, I don't even HAVE bw_dragonage_content.bak anywhere on my hard drive. I got the digital download copy from STEAM. Apparently, this solution doesn't even apply to such cases, since they make reference to the DVD installation files.

I tried alll these suggestions, also with setting new permissions in the Control panel as suggested above. Nothing works, the last error I got (after typing this epic command for the fifth time) is simply Sqlcmd: Error: Microsoft SQL Native Client : Client unable to establish connection due to prelogin failure.
I'm so utterly frustrated right now.... hell, what does the toolset even need MySQL for? For me that's always been the border between creativity and nerd stuff I will never understand in my life.... scares me off.

Did you restart your computer after checking the 'Local System Account' and saving it? You have to.
I had the exact same problems, but after changing the admin rights on SQL Server (BWDATOOLSET) it worked for me.
Beware, takes a while to launch!

just give us the files in the data folder to download or something, i have also an empty data folder, but first things first:
i get that msxml6 error when i install the toolset, but i dont have the program i am supposed to clean up, i just have a msxml6 parser, cleaning up that didnt help, and its also back there
i just clicked ok and everything installed fine, only the data folder is still empty, so the toolset doesnt want to start
i rightclicked on the datafolder for making sure i can write there, i did that sql command thing (making sure i am using the right paths and stuff) i got the same error as casadechrisso two postings above this one
after installing my windows twice because of that reboot-loop i thought i can finally use the toolset
and yes i know there is a game to play, but the toolset is the reason i bought it

The command doesn't work for me either. Help! That's really frustrating especially when you've waited for the toolset so long, installed it in a hurry at 2am, all this to see an error message ....

Ok i finaly fixed it thanks to Smergo and Taltherion.
But if you get permission denied in database ´master´ follow this guide, then run the cmd and the command again.

But boy, did it involve some frustration...
1. First of all, the bw_dragonage_content.bak is a hidden or system file and Vista doesn't automatically find it in searches. So you have to make sure it includes hidden/system files while searching.
2. Second, the command provided on the BioWare Toolset wiki Support page for THIS EXACT PROBLEM is WRONG. It has wrong syntax or whatnot. Only using the command provided in THIS THREAD worked for me.
3. Third, I had to change the administrative rights for Microsoft SQL, and set BTOOLSET to Local Service, all like described in this thread.
Finally, after all this shamanism, the toolset launched.

doesnt work for me, i get an error message when i try to set the option to local service 
maybe i can do something else:
as i said when i try to install the toolset i get an error that says something like it cant update my msxml6r.dll because windows is protecting it and i should update my system, but everything is updated (only internet explorer 8 isnt installed)
so what exactly have do i have to do to make windows remove the protecting and the installer able to update this file?

Possible quick fix. I had the SQL database error. First I uninstalled the toolset. Then I went here:

Then I reinstalled the toolset and it worked. When installing the toolset, still choose to install SQL SP3 when it asks.

I did that but guess what it will not stay I hit ok and once i run the toolset I still get the unable to connect ....so i checked the SQL Server Surface Area Configuration it will not stay it always goes back to avaible privalgesNeuzl wrote...

Haven't read all of this, so may be superfluous - but I got on the right path after reading Smergo's post. His command didn't work for me though, so I did the following:
1. Make sure you have all rights to the whole Dragon Age program folder (I really hate Vista sometimes ..)
2. Uninstall the toolset.
3. Run the installer as administrator.
4. Set the toolset to run as administrator.
5. Run the damn thing.
This finally worked for me. Thanks a lot to Smergo.
