Best recruitment mission:
Thane's. Climbing up the tower at midnight, while the sun slowly rises with you as you get closer to the end... Awesome. The scene at the very end when you finally meet Thane was easily one of the best scenes in the whole game.
Runner up would have to be Jack's. Purgatory was just awesome, especially the intro when the Warden is showing you how the prison works.
Best loyalty mission:

For me it's Tali for both. Her recruitment mission had some cool action against the Geth. and it had that interesting "Stay out of the sun" mechanic which gave the combat a different flavor without completely changing it.
And her loyalty mission, well that goes without saying.

Best mecruitment mission... probably Garrus, because of how it played out. I got to be a merc, albeit briefly.
Best loyalty mission... either Thane or Samara. Not the typical 'go in with guns blazing' missions common to the others. Though I thought Jack's was really well done, it really made me feel for her. And I liked moralising with Garrus before he shoots Sidonis... Tali's was sad, but after ME1, I despise fighting Geth.

Best Recruitment Mission: Thane. A fitting end to that cold-hearted **** from ME1
Runner-up: Garrus. For a moment in that mission I thought Garrus was gonna die :S
Honorable Mention: Zaeed. The reason speaks for itself
Best Loyalty Mission: Tali ipso facto
Runner-up: Jacob. Really had an emotional /moral impact. None of the other missions did both as well as this one
Honorable Mention: Jack. The level was well done, and explores the why of Jack more so than the other characters
Runner-up: Garrus. For a moment in that mission I thought Garrus was gonna die :S

Best Recruitment Mission: Garrus. Finding out that my little buddy from ME1 has turned into a Batman level badass was awesome.
Best Loyalty Mission: This one is really, really tough. Most of these have really great moments, but the ones that stand out are Grunt, Tali, Samara, and Thane. There was something unbelievably badass about the "Archangel" buildup, and seeing him again after he takes the helmet off was great. Also how he gets shot was a real shock moment, which turned into great relief when you see him back on the ship and he jokes about it. Fantastic.

Best Recruitment Mission: Tali - whilst not the greatest fan of Tali, I loved how they brought in heat element into this as an added issue.
Runner-Up: Grunt - if only for the sheer fun of launching krogan and blue suns to their deaths via a nasty long drop
Best Loyalty Mission: Jacob - I think his was the most emotional

For nostalgia Tali is the best recruitment mission, Legion after that.

Best recruitment: Garrus's easily. Id have said jacks but they made the betrayel so easy it hurt me. Id have loved it if you had to break out of the prison instead.
Best Loyalty: Zaeed (Running through that place with all basic equipment excluding my handgun was just insane.), then grunt.

Best recruitment....prolly Thane. Slowly making your way up the towers with some fun firefights, some good opportunities to toss people into the deep with my biotics, DEFENESTRATION, and of course seeing that Dantius woman get her comeuppance.
Best loyalty...either Tali's or Jack's as they had the most emotional impact to me I think.
Though I was a bit disappointed with Jack's after finding out it's just some mercs that you end up fighting. The mission was so atmospheric at first and then...bleh. Should've been a bunch of biotic kids that survived in that base for all those years and who'd gone completely bonkers over the years and are now trying to get back at Jack. Or something.

Recruitment: Toss up for me with Tali and Samara. Tali for the concept of that planet. Samara for her entrance.
Loyality: Thane, loved the non combat cloak and dagger aspect.
Worst recruitment : Zaeed. "wanna join my team" "ok" "ships over there" and done.

i liked doing jacks the first time. i had miranda and grunt with me. it was cool becasue they show jack looking all scrawny and feeble, then she busts free, anihalates 3 ymir mechs and blows through like 5 walls. after she busts out of her cell and blows those ymirs, grunt says"woah i gotta see this!' i was like holly crap, I GOTTA SEE THIS.
i love small people who destroy big things. so i was pretty jacked up to meet, well, jack.
her loyalty quest wasnt bad either. her whole basis of who she is, a powerfull **** she would ssay, is completely backwards. she wasnt the toughest kid there, she was just the only one protected. her comments through were cool while she was coming to those realizations.

Tali is the runner-up. I like the sun factor. They should use the environment more.

The disappointing parts:
- that Legion did not get a proper recruitment/loyalty mission. Yes, his mission did have some interesting points, and let's face it, you can't do much dialogue with the Heretics, but there could have been some investigation.
- that I couldn't do something more appropriate with Jacob's father. He deserved a worse fate.

My favourite recruitment? Hm. Interesting question. I really enjoyed Garrus's (because, as someone else mentioned, he was a bad ass), but I liked Jack's, too. The whole puragtory thing was cool. Thane's was nice, as well, mostly because of the E3 demo. I guess my favourite would have to be Garrus's, and the runner-up would be Jack. If Thane's had had a little less shooting and a little more role-playing (or the ability to try and stop him from killing Nassana, or to actually choose more than half of what Shepard says) it would be first.
As for loyalty missions, without a doubt Thane and Samara. They weren't the longest, and Samara was one of my least favourite characters, but both of them had more or less no combat, and that pleased me. Mordin was good, too, because it was nice to see Wrex and watch Mordin's character develop. I probably actually liked it the most out of all them, but I enjoyed playing Samara's and Thane's more.
