Recruitment: Definitely Garrus, much for the same reasons everyone else has already said, it was downright fun and of course, you were teaming up with an old friend. But I definitely to agree with others as well that Thane's recruitment ranks up there too, the urgency to reach Thane and the general level design was great (e.g the bridge).

Loyalty: This one is a tough one but I'm going to say Tali; it was very emotional, superb voice acting on behalf of Liz Sroka, and of course getting to see the Migrant Fleet and meet other Quarians was awesome. However, it's followed very closely by Mordin's loyalty mission. It really invoked some serious thoughts about the genophage. In ME1, it was demonized by Wrex, and you can't help but agree. With Mordin, however, you are opened up to an entirely new perspective from someone who modified it so the effects can maintain population control to insure the survive of not only everyone in the galaxy but also the Krogen and you can (or can't) see the logic in Mordin's rationalization.

Recruitment: Samara/Tali for the interesting setting effects in both.

Loyalty: Grunt, seeing Wrex and proving our Krannt strong? Awesome.

Runner Up: Zaeed, having to choose, save the innocents or stop the bad guy. This choice for some reason seemed more difficult than the BDTS DLC in ME 1.

Recruitment:
1) Tali (dialogue well written, with the added twist of the sunlight to make it more interesting for both a narrative and game play perspective)

Jack's, Garrus and Grunt's all had interesting twists and were quite fun. I don't think Legion's really counts, as it was really a storyline mission with a follower tacked on.

Loyalty: I thought these were actually all really, really good, prob. the best thing about the game, and a nice improvement over ME 1 and even DA:O.
1) Jacob and Zaeed's were both quite dark and hard hitting, at least if you did Zaeed renegade. Both were great. If Zaeed was a fully implemented character instead of a DLC I'd might give this to him.
2) Jack and Thane. I thought Jack, while being somewhat a cliche, was prob. the best written and acted of all the characters, and the focus on story over combat in her mission was appreciated. Thane's Mission was also different and interesting in this regard, and it was fun to see Shepard display some skills other than simply shooting and talking (in this case surveillance).

Don't have a favorite recruitment mission.

Loyalty has to be Grunt though.

Recruiting Mission: Legion

Legion fast become one of my favorite characters. Thane may have had an awesome intro, but I feel watching Legion do a double take at seeing you alive, sniping three husks, and standing up and calling you "Shepard-Commander" for the first time tops it.

Runner Up: Garrus

When you first get the reveal that Archangel is Garrus, he just seems so tired, so run down, yet still struggling to keep going. He's a tired old warhorse who has been hounded for days, saw his team burned down around him, and is finally getting a chance to breathe. An incredibly realistic job with his voice acting there.

Loyalty Mission: Tali

The most personal of the loyalty missions, I love it for the sheer depth of emotion you get in it. Tali's love for her father, her people, and her captain show so well. And, if you manage to get her acquitted via Paragon/Renegade, you can get one of my favorite emotional lines: "It's not too late to go back and get you exiled, you know." "No thanks, I'm good with things this way. It's fun watching you shout." Miss Sroka did such an excellent job with that line. It's like Tali is laughing and crying at the same time, and it just brings the family connection together.

Runner Up: Legion

He has such an interesting take on the moral situations. He has incredible insights, yet in several ways he is still young, foolish, and open to the shocks of a large galaxy (such as his surprise at the heretics spying on the geth, or his questioning the value of free will when it leads to strife).
