Yeah, that's a bug. It'll be fixed in a future DLC. She's only supposed to send it once.

Post credits you can invite your LI or Kelly up to your cabin at any time. Nothing really changes, so I don't know if you'd want to do it more than once...

Spoiler Alert: How to "Romance" Yeoman Kelly Chambers
There are three different types of relationships you can have with Yeoman Chambers: professional, friendly, and flirty. The moments with her up in the cabin after the credits are meant to be a bit of an Easter egg, and only happen if you are being flirty with her and get to know her well. You need to do the following:
1. Talk with her. When she says she knew she could trust you, say that you would do more than catch her.
2. After a mission, talk to her again. She’ll ask you if she was being too flirty. Tell her you liked it. It’s dangerous to flirt with your boss, and if she ever feels you are offended by her over-friendliness, she’ll play it safe and switch to being professional and just keep doing her job. It’s not paragon or renegade to flirt with her. She’s just attracted to complements and openness, and is not attracted to rudeness and intense seriousness.
3. Talk with her after any acquisition mission or main plot story moment. Flirt with her and say nice things. Don’t ever say “Be professional”, cause she will be.
4. If she is attracted enough to you, you will get the option to invite her up to your cabin for a meal. You need to take this option. I believe this can happen after the Collector Ship mission or acquiring Samara, and I think maybe another spot or two? This happens if you are just having a friendly relationship with her as well. What actually happens that evening during that fade from black? Well, that depends on what your Shepard is like and is up to your own imagination to fill in. Did you talk all night? Play chess? Watch some vids? Give each other massages? More? Just know that she’s a pretty open-minded gal.
5. You’ll need to ask her if she is into aliens. This option only comes up during her comments about Tali or Thane. This is when she lets you know (indirectly) that she is bi-sexual. If you acquire Tali or Thane after she is gone, she’ll still comment on them after the credits if they live through the end game. (and yes, this is a little obscure. Easter egg, remember?)
6. Obviously, save her during the suicide mission. This is done by going through the Omega 4 relay immediately after the crew is taken. The queue to the goo is short, and Kelly is in the front of the line. She doesn’t have time.
7. Talk to her after the end game. Ask her if she is OK. This is important, because you only get one only option to do that. You can’t ask her later. She needs to get the ordeal off her chest right then and there before she can be back to her flirty self.
8. Don’t have an active love interest. You can never have one, have one but get them killed in the suicide mission, or dump your current love interest.
9. Leave and return to the Normandy (or save and load). You’ll get a private message from Kelly. Read it.
10. Go up to your cabin. The terminal next to your private console will be selectable and say “Invite Kelly Up”.
Does doing this with Kelly count as cheating on your ME1 love interest? Kelly’s a free spirit, and as such can be more of a bed buddy, hence why “romancing” her doesn’t turn down the picture frame on your desk, or get in the way of your romancing any of the main ME2 love interests. Will this affect anything in ME3? Well, we haven’t made the game yet, but the fact that you had Kelly up to your cabin is in your save game.

But really, having dinner and having her feed your fish will not interfere with your true LI, will it?
You can just be friends with Kelly, and still have dinner with her. She'll be a friend and feed your fish. But if she sends that email, then she's got ideas about being more than just friends. If you call her up after reading that email, seems to me that you've got similar ideas. And earlier, if you said you'd embrace her, and later she asked if she was overstepping her bounds and you say you liked it, then what happened during that evening at dinner, hmmm?

I agree. In YOUR game more could have happened during that fade-to-black, but we wouldn't assume that to be the case with respect to how it may or may not affect anything in ME3. What happened during dinner is between you and Kelly.
And NO, I am not implying anything about what might happen in ME3. We haven't even started working on smaller details. Will Kelly even be in ME3 or not? I don't know. A big part of what guides us is the feedback and telemetry of what players find popular.

The only requirement with respect to other squad members is that your don't have a fully active romance with them. If you can't dump them, (i.e. get the conversation where you say you've changed your mind), then you don't have a fully active romance with them.
I haven't seen a verified bug related to this except for the spamming of email once you get it (to be fixed in a future DLC). The list I gave before are all the requirements, so I'm not sure why you aren't getting the email. One thing I didn't specifically mention is that you need to say that you came for her when you save her in the Collector base. If you tell the crew you didn't come for them, Kelly takes a bit of offense (a line that goes something like "Well, our lives matter to me!").

My renegade chose that line and I still got her email after breaking it off with Jacob in the psot game.
Well, there is a little wiggle room. At that moment her attraction went down instead of going up, but you must have done nearly every single other positive thing so that she forgave you. It's a double hit though. Not only does she lose attraction to you, but you miss out on an opportunity to gain attraction.

Actually, this isn't entirely true and maybe this is the problem i'm having. Asking her "you are into aliens?" also comes up when she is talking about Garrus before the dinner date thing.
Kelly: There's something about him. I just want to hold him close and whisper, "It will be all right"
At that point you have 5 possible choices:
- I could use that
- you are into aliens?
- leave him alone
- i feel the same way
- he'll be fine
see what i mean by ambiguous? i would assume though, that "i could use that" would be pro-"Kelly Romance", but then again we have Dusty's comment above to contend with "5. You’ll need to ask her if she is into aliens."
The other 3 responses seem utterly obvious, but again, SOMETHING went wrong with my playthrough and this is the best i can come up with.
Well, its not too ambigious, since your assumptions are correct.

Seriously, NOT asking a question like that broke the romance? Seriously?
Not asking that doesn't make Kelly dislike you. You just need to ask that question to get the Easter-egg of her wanting to sneak up to your cabin. It's her response to this question that implies her sexuality. When she opens up here, it gives her the comfort and confidence to proposition you and dress naughty.
By the way, the option comes up during her comments about Tali, Garrus, or Thane.
