You can play flirty, have dinner and pretend nothing happened, then start with Tali.
But on the other hand, you still did something to get her to feed your fish ... tricky isn't it?
It's actually the main reason I want her, to feed my fish. Always collected dead fish after each small mission. Besides, good for the morale to invite her up.

He means ME2 romance. The Picture represents the ME1 romance.

If you have a ME2 romance, no. Kelly doesn't care about Liara / Ash / Kaidan.

“Kelly is a potential romance option for both a male and female Shepard. However, she is only a partial romance option as she does not grant the Paramour achievement, and does not affect any relationship Shepard might have, whether it be with their current squad member or love interest from the first Mass Effect. The six main romance options will not begin a romance with you if you are in a romance with another character.”

I didn't romance anyone in my game and went the friend route with Kelly. I interpreted the option of her coming up for dinner to be just that, dinner and talking with the Ship's counselor. IF the game had allowed me do something similar with other people on my squad, I would have. If my Shep could have sat down for a meal with the people in the mess hall area, that would have been great, too.
If somehow Ashley gets ticked off at my Shep because he had a friendly dinner with someone, I'll be rather annoyed. If that happens, I'll definitely do a run through where I romanced Tali or Miranda.

For my two cents, I liked Kelly's char and I would enjoy it if she was back in ME3. The idea of a ship's counselor is a very smart one given all the trials and tribulations Shepard and his crew would face in their mission(s). Kudos for including her in ME2!

Well, I for one greatly enjoyed Kelly. It was nice having a relatively "normal" potential love interest for once. Not every LI has to be a genetically engineered seductress, career soldier with grand-daddy issues, or a Jack. I'd like for Kelly's romance to carry over into ME3 and become a fully-fledged path in its own right, much as the Miri/Ash/Jack romance is.
