I'm having this exact same problem. I was able to complete Stone Prisoner just fine, and have been using Shale since then. Levi Dryden (the NPC who gives the Warden's Keep quest) is sitting in my camp with an "available quest" icon over his head and has been for ages ... yet whenever I speak to him I can't actually get the quest to activate. The conversation scene ends and I'm left standing in camp staring at him with no map marker for Soldier's Peak at all.
I'd really like to have access to the quest I payed for.
*edit* Just thought I'd mention ... I'm running DAO on the PC and I'm having this issue both pre and post patch 1.01.

I can say that it's probably the fact that i downloaded the WK DLC AFTER i had a save file in place that is causing my issues. I say this because i have completed the stone prisoner quest and i downloaded that BEFORE starting a game. The WK DLC howver; i downloaded after i had a save game in place.
I'm not restarting, i will probably just do it on another save file when i get the chance.
Still i would really like Bioware/EA to fix this, i did pay for my DLC and i would really like to play it on my current file.

Also my problem with Shale is weird too. I had already gotten him to join me but after I noticed WK was broken I went and talk to Shale in my camp which promptly teleported me outside the camp and wouldn't let me back in. Outside the camp as in outside the invisible barrier around the camp, beautiful country side BTW though it is so, so lonely out there.

I tried deleting and reinstalling, restarted with another character nothings worked so far and I haven't been able to access it since I bought the game.
