The main equipment I rund is a Dell Core 2 Duo Processor and a Geforce GTS 250 graphics card. Despite this, I must deal with minute long loading times, and occassional graphic glitches. Are these problems universal for PC users or am I not fullfilling the system requirements?
Am I getting the best performance out of my PC for ME2?

What are the other components of your rig? Hard drive, how much memory, what operating system, motherboard?
As an example: I'm running it on a Core 2 Duo E6750 (I've overclocked it to 3.4 GHz), 4 GBs RAM, GTX 260, Gigabyte P35 DS3L motherboard. Windows XP Home Service Pack 3. I have 3 hard drives in the system with the game installed on a different hard drive than my OS.
I haven't seen any graphics glitches to this point (I think I'm about 1/2 way through the game). Load times are minimal (4 seconds between decks on the Normandy is about the longest there). Other areas load quite quickly as well.

Update your graphics drivers. Go to ww.nVidia.com, got to the drivers section and have it locate the latest drivers for you.

Just fyi, the graphic glitches include things like hands going through armor in cutscenes and the like.

those graphic glitches are not abnormal. The game isn't perfect. You can even see those "glitches" in official Bioware trailers so its not a big deal.

For loading times, try using application Mass Affinity. Apparently this game doesnt handle dual cores well in some loading instances, (does not affect everyone either) and cause looong loading times. Mass Affinity forces the ME2 to run on single core during loading. Its reported to improve loading times massively.
