Now, as the topic states, I have no XBox Live. As such, I was wondering if I could possibly download the stuff from the Cerberus network on my PC and copy it (VIA FlashDrive) onto my XBox. Does anyone know if this is possible?

Not possible. The PC versions wouldn't work on the Xbox anyways, even if you could copy them onto it. Which you can't.

you don't need xbox live gold, you just need to be able to connect your xbox to the internet. xbox live silver (free account) is enough to get you cerberus network dlc.
