Found that out while turing off background apps in task manager. Once disabled I jumped from 1-3 fps to a relatively steady 10-13 (not great but much more playable on the Ostegar part when i'm trint to get t the tower. The problem is this..... Once you disable it you LOSE all your sound. So at least in my view.... sound seems to be causeing most of the stuttering. AUDIODG.EXE is a windows vista and windows 7 thing.
