Probably been asked before (and this excuse has been used many times) but with no search function, well... I'm a bit too lazy. Is Level 30 the overall cap or can you get to like 40 on a 2nd playthrough? Just curious, got to 30 on first playthru with ME1 import, wanted to know if there was an advantage to 2nd playthru with that character other than just changing some decisions/romance option. thanks.

Overall cap. Alas.
You also get to keep weapons (but not upgrades) and lose ALL Paragon/Renegade points. So pretty much, it's pointless. Just roll a new character.

I got to level 28 on my first completion, so yeah I would like to see the level cap increased. Only thing is adding in more squad points would wreak havoc on the game's balance, making it too easy in my opinion.

I don't rightly know that this is the case. My Vanguard for example is insanely efficient at level 30. I have everything but his two Ammo talents maxed, and maxed Warp Ammo as his special talent. If I set that as Squad Warp Ammo, I can max three non-Ammo talents on each squadmate. Which means I get Jack, Jacob, Grunt, Thane, Garrus and Zaeed at roughly the same efficiency as if I had maxed out all their talents. Granted, that's only half my squad, but still pretty damn impressive.
Tacking on an extra ten levels would, in case of this particular build and in the case of similarly-built Soldiers and Infiltrators, really only broaden your options and allow you to 'complete' all squadmates but probably not make that much of an impact otherwise. But it might give you an extended sense of achievement.

My guess is that BioWare is planning ahead for ME3. Import a level 30 ME2 character to ME3 and play to 60. Pure conjecture on my part, but it would make sense.

A definite possibility. And then there's always the much-touted DLC expansions, which might also increase the level cap.
