I've only done it with one character and I did it just before getting my final treaty with the dwarves, since that's where I was at the time. However, it is meant to be not that long after the original battle of Ostagar, so it would probably fit better even earlier than that. You really could do it as soon as right after Lothering, or maybe after one treaty or something.
The gear scales and is upgradable, so it doesn't make much difference.

After Lothering:
Warden's Keep
Stone Prisoner
Return to Ostagar
Mage Tower
Red Cliffe
Back to Mage Tower for Mages Help with Connor
Redcliffe for Connor
Denerim for bro. Gen.
Urn
Redcliffe
Dwarves
Elves
Landsmeet.
I've found that if you get all the gear from the DLC's the game is awesome by rewarding with some of the best gear up front. Now some of it you can't use right away but a lot you can. Have fun.
After Lothering:

Back to Mage Tower for Mages Help with Connor
