if i was to download my content i bought then log off to start a new game would it still be there or do i have to remain logged on

On PS3 it stays logged on or off. But on X box some people find that they have to be logged on. I don't know about PC

for the PC you will be needed to be logon to even just load a saved game using the DLC.

You can use the DLC logged off just fine. The game will object if I'm logged on but it hasn't had time to validate the DLC in the background yet (often a problem when I'm using a lot of bandwidth for something else), but if I'm logged off everything works fine.
You do not need to be logged in to use DLC unless it's the first time you're using it.
