Well they're both good. It depends on your play-style.
If you like to use sniper rifles to kill your enemies from distance then Infiltrator is better.
But if you wanna more "action-style" and use assault rifles then Soldier is better.

Only the soldier has high enough bullet efficiency and raw damage to use the sniper rifle almost exlcusively.
As strange as it sounds, the soldier is a better sniper than an infiltrator. At least on insanity. Maybe on a casual setting they come closer to breaking even.

Hmm...well I prefer soldier or adept. So...I would choose soldier.

Infriltrator's are much more fun to play with then Soldiers imho, especailly now they have the Locust SMG, which I'd say is nearly as good as the vindicator.
With the Widow, infriltrator=a blast. Maybe they're weaker then the soldiers, but I find it a more interesting and fun experience.

is the flamthower a biotic power or is it a weapons because i wasnt sure if infiltators could use biotic powers

 Ive played as both and i think the infiltrator is simply more fun,
especially on insanity. To me the soldier made me feel badass
but shooting the crap outta everything gets tedious. Plus now the 
locust ALMOST makes up for an AR. then again im the kinda guy thats
a pure sniper in every game i play (COD, BF3, hell even uncharted 3) no
matter which class u prefer, snipers FTW

Soldier

My first play through was as a soldier, second play through as an Infiltrator. Soldier is enjoyable if you have the Mattock assault rifle. Having Tali/Mordin and Samara/Jack as squaddies makes for a good tactical unit as a soldier. And adrenaline rush is an awesome power once maxed...
