Of course I uploaded my male paragon Vanguard for my first ME2 playthrough, but I never quite finished ME1 with my female renegade Infiltrator.
Upon starting my second game as a new character, I expected to see the list of choices you made in ME1 (council saved or not, Wrex died or not, etc) like the imported character had, with the exception that you could choose. This did not happen and it appears that the ME1 choices are randomly chosen when you start a new game. Is this correct? (360 version)
If not, do you know how to choose your ME1 backstory?
If so, I guess I will just have to go back to ME1 and finish my second character playthrough to import it the way I want.

It's not randomly chosen. It's basically the least choices taken, so a new player would not require too much explanation. You basically kill everyone you can, and I think Udina gets the Council seat. The only difference between male and female new playthroughs are who survives at Virmire. It's the character of the opposite gender, if I'm right.

you choose who gets the council seat during the "20 questions" scene, but that's it
