It's only harassment if it's unwelcome. It's rediculously clear that Kelly welcomes your advances with open arms.
Anyway, I personally like Kelly for a multitude of reasons. Sure. Being hand-picked by Timmy doesn't really have a bearing on why she accepted the assignment though. Surely she could have refused. Maybe it's just me, but I get the impression that the main reason she joined up was so she could be near Shepard.

I actually think she's quite a reasonable mechanism for clueing the player in to storyline stuff happening btw.
