My friend had a couple of non-redeemed preorder codes for his PC game but ended up returning it. (Memory band and feral wolf charm). Would they work on my xbox, i noticed I have a bunch of content that unlocked on all platforms.

It is kind of an odd marketing strategy, but some of the special DLC content is unlocked for all platforms, while others are not. Those items you described are not, unfortunately. If the card says it's for the PC, then it's only for the PC (which is sad if you have the Xbox version or both versions).
