For everyone that says no, there is another that says yes.
And for every person with good tastes in the world, there are numerous ones with exceptionally bad ones like you.

Time travel is far to convoluted and has ruined entire franchises of sci fi. Lets not forget the entire concept of paradox.
I go back in time to save Wrex, now Wrex is alive so I have no reason to go back in time to save Wrex, so Wrex is dead, so I go back in time to save Wrex, so Wrex is alive, so I have no reason to go back in time to save Wrex, so Wrex is dead, etc.
Just make your decision's count the first time.

I imagine a scene where you travel back in time to a point where Garrus was a 2 year old baby.
Shepard: "Hey, baby, Garrus. You're a cute widdle baby Garrus, aren't you. Wanna come talk to your uncle Shepard?"
Baby Garrus: "Can it wait a moment? I'm in the middle of some callibrations."
LMAO!

But still....no. I'm getting sickening flashbacks of the last few episodes of Felicity. Er, Lost, I mean Lost!

Unlike the ignorant fools who only posted no, i know to look at both sides.
time dilation is the more probable route they would take much like the soldiers adrinalin burst slows people this would just slow or speed up time within a "buble" unfourtently once the bubble burst everything you did will of been undone and all you got was a little more time. we have seen this in science fiction before. like the stargate series.
I don't think this should be totally writtin off with no conversation about it. They could use very powerful mass effect fields to do this. techinicallly when ever you use a mass relay you jump through time and space.

You know, I like time travel in some cases. But I definitely wouldn't want it here.

Then I remembered that all our tech is based off the reapers and that there will always be a badguy and even though the reapers are hardcore evil who is to say that the next badguy won't be more evil? Or you could somehow screw up so badly another you is sent back into the past and when you two meet the entire universe will implode.
Or worse! You could accidentally make out with your great*1,000 grandma! =P
