Looking how surviving human (Kaidan or Ashley) from ME1 and Liara were "kept safe" so to say, I'd imagine they are planned as crew mates for ME3. Unless of course they were kept out of the picture to simplify the work needed regarding your decision on who to save and not because they are intended a bigger role.
As possible crew mates, I'd expect to see Wrex, Tali and Garrus, if they're still alive, but I would not expect to see either in a bigger role, even if you were involved with them - same goes for ME2 crew.
I kind of expect to see use of allegiances the way they were used in the last battle of Dragon Age: Origins, in which case I would expect to see the following (depending on your choices involving them of course): Rachni, Krogan, Geth and the ones you will acquire in ME3.
