I think a few people in the ME forums have been getting scammed by one or several scammers with their DLC code trades.  Who would be the right person to notify regarding this matter?

I don't know that anyone official would be too interested in this. I don't think Bioware or EA condone this kind of activity, as it probably violates EULAs or at least the contracts they have in place regarding distribution of said codes.

I don't recall ever agreeing not to sell/trade preorder codes since I'm not a retailer.

And by the fact that EA customer service compensated me for my trouble with scammers, I'd say they do care to some degree.

I would suggest you contact one of the Bioware employees that also tend to moderate the forums, like Chris Priestly,  Victor Wachter, or Stanley Woo.

I've tried this before, twice. Never got a response, though I have no idea if that's normal or not.
