I wanted to make a thread thanking the devs for their (extremely quick) responses. We've been pretty demanding lately - we're constantly asking devs for quick answers instead of doing testing ourselves.
This shows that Bioware not only caters to its deepest core audience that studies their games' mechanics in depth, but actually actively encourages them to do so to the point of helping them do it. It grants me high hopes for their upcoming MMO, which requires that mindset to be successful.

Thanks employees of Bioware (not sure if you're all devs). I was especially surprised that we have quoted evidence of Heightened AR.
OMG I need to L2read stickies. I did not notice the Mass Effect 2 Gameplay Data thread.
I bet someone out there feels like Liara in ME1 when you rescue her last and realises all the time she spent researching was all for naught.

The descriptions are pretty detailed and clear if you ask me.
Each damage upgrade for guns adds 10% of the weapon's base damage. If you have a pistol that does 100 base damage and you have all 5 upgrades, it will do 150 damage.
Note that when other sources add damage to weapons, they still use the weapon's base damage. So if you had 1 rank in Armor Piercing ammo and you were attaking health or armor with all 5 upgrades, you'd do 180 damage [100 + (.30*100) + (.50*100)]. An easier way to think about it is that multipliers are added together, not multiplied by each other [ie: 100 + (.30 + .50)100, NOT 1(1.3)(1.5)(100)].
The same idea goes for power damage and power cooldown. If you get the 20% reduction in biotic cooldown upgrade, it'll reduce Warp's cooldown by 1.2 seconds (.20*6). If you get the Sentinel's max power cooldown, it'll reduce it by another 1.8 seconds (.30*6), for a grand total of a 3 second cooldown reduction.
