The problem with that is the Widow and the Vindicator both encourage you to engage at range and wait to whip out your shotgun for when enemies close in on you.  When my Vindicator starts running low on ammo, I do sometimes switch to more aggressive tactics to take advantage of the ammo left in my Eviscerator which helps stretch my Vindicator farther.

Still the low ammo reserve means you can't really afford to use your Vindicator much outside adrenaline rush which is contrary to the concept of an assault rifle being your primary weapon.  I'm a damned surgeon with my Vindicator; but the game just doesn't give me enough ammo to use it to its full potential which is a damned shame, cause I love that gun.

Even when I have the Revenant, I still find myself using my Vindicator most of the time simply because I enjoy using the gun so much; but the shock of switching from a gun that has a massive ammo reserve to one that has such an obscenely limited reserve only serves to accentuate how excessive the ammo handicap imposed on the Vindicator really is.

^ I suppose the trick is to identify situations where you can easily get in their face without putting yourself at unnecessary risk. That way you get to use your shotgun where it's useful, rather than just use it when you have to. In other words, play more aggressively but don't take stupid risks; if there's cover next to your target, just sprint there, put AR on and unload the shotgun.

Bingo. As a soldier you have a very large storm speed boost for a reason. Popping AR and storming to an enemy is almost like a vanguard's charge.
The best part about the soldier is having a gun for each situation(and having 200lbs of weapons on your back when walking around). If you're limiting yourself to only 2 of your guns, you're either a) doing it wrong ) or B) using the revenant(which itself is a topic that has been beat to death).
Claymore soldier is fun too. If you like being aggressive it's definitely worth trying. It may not be as effective as the widow, but it sure is fun. That's the whole idea isn't it?
Also, on regards to the actual topic of avenger/vindicator. If you can reliably headshot the vindicator crushes the avenger with AR up. 2 headshot bursts with heightened AR and warp ammo drops a collector drone. Low ammo isn't a problem if you actually make use of your other guns as well.

I was also kinda conflicted on the matter. Vindicator and Avenger are two assault rifles that play very differently. 
Avenger:
Ideal Mid-Short range weapon
With the right ammo powers, can lock down target due to high rate of fire (stun/panic effects)
Reliability: no shortage of ammo, large enough clip
Enthusiasm required.
Fish-like cool design :D

Vindicator:
Ideal Long-Mid range weapon
With Heightened Rush, can kill goons in 2 headshot bursts, shield and all, after 2/5 upgrade
Forced to rely on other weapons during marathons of combat (no ammo)
Missing in AR has big consequences.
Good aim required.

Basically the Vindicator is a rapid-fire sniper for shooty enemies. Avenger is more about getting just in range for it to be effective and spraying everything. Ironic is that normally a soldier utilizing the Avenger effectively need to switch weapons to be effective at all ranges, and doesn't use up the ammo at all. The closer killing range also means picking up ammo is going to be easy. The Vindicator on the other hand overlap with sniper range, and as normally both long-range guns lack ammo, and you can't easily get ammo from your long-range kills, they are bound to run out sometime.

It's really down to choice. I'm very torn between the two. I'm very fond of the Avenger design and the hum when it goes full auto and also its suppressive ability, and also the ease in which Vindicator kills stuff. I choose according to the specs of the mission. On Mordin's loyalty mission with lots of close-range fights and Krogan, the Avenger. On Grunt's recruitment mission with lots of ranged troops and rockets, the Vindicator.
