In the end of the mission, when you get a Rapid Transit to deal with Sidonis, the background (behind the glasses) is not shown.. at its place is just black with image ghosting of the transit, garrus and shepard's faces..
Anyone else experienced this? It doesn't appear to be a graphic/drivers/os issue but instead a design issue, since it happened on both my pcs...

I had this issue as well, not sure what's causing it, except perhaps something in the game itself as LuPoM says. Only in the Garrus mission, only at the end, and then doesn't seem to happen again.
I decided it was a stylistic choice, like a cool, action movie slow-motion shot.

I also experinced this but i got like trails of everything like right when you get into the transport up to the end of the mission it has to be some sort of bug.

If you're referring to the weird multiplying characters thing in the background, it's because whoever was in charge for that level forgot to put something there, meaning the level has NOTHING there, causing that mirroring issue.
In other words, some level lead/environment artist screwed up

Just played through this part and have experienced the ghosting issue as well.
Hardware:
CPU - Intel Core I7 920
MBD - Asus P6T Deluxe V2, latest BIOS
MEM - 6GB OZC Platinum XTC
GFX - Sapphire ATI Radeon 4870, latest driver (10.1)

I'd be surprised if there's someone who doesn't have this issue, unless there's a bug with that portion of the level not loading or something. As skan5 said, it's due to there not being anything there, so not knowing what to render the engine just leaves whatever was rendered last in the "void". I think, don't know what the correct terminology here is. And yes, it happens for me too.

It's a BSP Error in the Map.
I've mapped for UnrealEngine Games (mostly UT1-UT2003) and sometimes this happens.
You can either try to rebuild the geometry with the integrated function in UnrealED, and if that doesn't help: Start the map from scratch.
Not much else you can do really... at least nothing that I know of.
Also: It may be annoying, but it's no dealbreaker here. If the BSP Hole would be in the floor, that could prove disastrous as you are instantly killed when you fall through it.

It simply isn't a fix that you can do in, say... 5 Minutes. At worst they would have to rebuild the complete Map, and that takes a load of time.
