Maybe it was her body or the bra, but definitely my favorite.

ME love/romance scenes were better imo. There was more build-up and it was more emotional, plus it was done in a tasteful manner. Most, not all but most, of the romances in ME2 were awkward or shallow...I just didn't feel like you really connected with anyone, you just jumped from "Hey I have feelings for you." to "Let's have sex!", there was no in-between.

I couldn't disagree more; I'd say exactly the opposite. The ME1 romances felt shallow compared to ME2 for me.LN19 wrote...

In ME1 you had Liara, who basically just had a couple of dialogues that were romance-related. One of them basically said, "Hey I like you, do you like me back?", one said "hey guess what I'm a virgin, lets do it later :D". Ashley was almost as sudden. She was more fleshed out as a character, but all you did was talk to her about her family a couple times and all of a sudden she says, "Hey, so you're still interested right?". I was like.. whoa. I thought we were just friends!
In ME2 the characters actually develop. Miranda starts as rather cold and calculating, but ends up showing her tender side by the end. Jack starts as a sociopathic b*tch and by the end she is spilling her feelings and crying. I think it happens fairly naturally too, over the course of several dialogues and their loyalty quest. Tali changes less over the course of the game but that's because they had ME1 to build on; she still has some VERY personal moments, especially in her loyalty quest.
I'll agree that the love scenes were better in ME1 in some ways, but the ones in ME2 were still quite good. The only one I haven't liked as much was Tali's, which is really a bummer. The dialogue between her and Shep was great, but the actual sex scene felt very truncated. Almost non-existent, really.

I never got that with the Liara/Ashley romances, perhaps it's the dialogue options I chose? Both of the relationships were more involved for my MShep runthroughs.
In ME2, the female characters may develop, but have you tried romancing any of the male characters? It's all about getting into eachother's pants: "I want you Thane." "We could work off stress together." "Mr. Taylor...". They were all awful, I mean at least Liara and Ash asked if you felt the same way as opposed to just jumping into bed as the options were in ME2.
As for the "sex" scenes, Thane's was descent, Garrus's was overall more awkward and hilarious than it was romantic, and Jacob's was just awful...really bad.

ME2: I really enjoyed getting dumped by Samara... it was more emotional than any of the other so-called romances. That combined with her explaining how fascinating and wonderful you are makes her the winner in my crazy book.

edit-I never seen the guy scenes and I have to say Thane's was really good also. Garrus was weird though.

I don't see how. I got every dialogue, and explored every option with each of them.LN19 wrote...

With Liara there are basically just a few. After you pick her up she talks about the Asari in general, and tells you that she thinks you're interesting. The next dialogue she tells you she is interested and asks if you are or aren't. If you say yes, the relationship is essentially consummated unless you go out of your way to sabotage it. After that, she basically only says a few lines about her relationship with her mother and the fact that she is a "virgin". No other insight into her personality happens beyond "I'm interested in Protheans and I am socially awkward". Don't get me wrong, I like Liara and I look forward to see how they're going to develop her in ME3, but ME2 was so character-focused that they couldn't help but develop the romance interests more.
Ashley is almost a worse offender, despite the fact that you get to know her better than you do Liara, because she doesn't even give you the option of saying yes or no. If you aren't romancing Liara and you actually ask her about her family and such, you are automatically romacing her unless you go out of your way to be a d*ck to her. None of the things you talk to Ashley about even really hint at romance in the least. You talk to her about her sisters, her family, and why you joined the Alliance, and all of a sudden she wants to sleep with you. Once again, I don't dislike Ashley... well, except for her somewhat xenophobic attitude... I just don't think that the romance was very deep or very romantic.
Haha, you got me there. Not my thing. In ME2, the female characters may develop, but have you tried romancing any of the male characters?
I was only comparing the female romances, which I felt were much better fleshed-out than ME1's were.

I have done all the Male shep romances and Jack's is by far the better one. Its actually romantic. Although I prefer to romance Miranda, her scene was more (to me) like a one night stand not really romantic and Tali was cute, but it felt high school to me. As well not a real scene after she jumps you she acted like she was lucky that shepard had these feelings for her, which makes me uncomfortable, I need a lady with higher self esteem. She seemed more mature in Mass Effect 1, personal opinion though as I know a lot of you liked Tali's scene. Jack's scene was by far more to my liking. As I am more interested in the love aspect/romance aspect than of the sex aspect.
Which is why I feel bad for the femsheps and when my renegade femshep goes through the game I'll simply not romance any but kelly, remain loyal to Kaiden...I wish I went with Liara...I don't want to be loyal to Kaiden. ARGH aha.
I saw Jacobs scene and was like...this is awkward...the prize? He sounded like a serial killer. It wasn't romantic at all. Thane was good but...he's an alien and he kiss's shepard and thats it. and Garrus...its funny but again not to my liking either.
In Mass Effect 2 Jack for me is the best scene. For the first Mass effect...they're all quite similiar but all better (the scene itself, can't say how I feel about the build up as I feel it could be better in both games.)

-After the events of ME1 and completing her pilgrimage Tali stays aboard the Normandy watching her prince charming (Shepard) from afar.
-You encounter Tali on Freedom's Progress and than again Haestrom where through her journals you find out that Shepard is very much on her mind. Shepard goes out of his to aid quarians in both cases, Veetor and Kal'Reegar respectively.
-Shepard aids Tali in her trial clearing her name while not incriminating her father, he also comforts her when they find her fathers body.
-While talking on board the Normandy Tali accidentally reveals her feelings to Shepard, he reciprocates the feelings.
-Tali and Shepard get intimate, something difficult for quarians because it could be fatal, and thus it was more of an act of love than one of pleasure.
My point is that if you align the right elements, at least in my opinion, the romances have a heck of a lot more punch (Tali, Paragon Jack, Thane) than ME1 ever did. Sure ME1 showed us a bit of PG13 flesh but it was hardly erotic or emotional, at least in my opinion. It was more of this:
Shepard: Hey how's it going?
Ashley: Good
Shepard: Hey how's it going?
Ashley: Good
Shepard: Hey how's it going?
Ashley: I want to **** you.
