Maybe I misunderstood EDI or someone, but wasn't it said tha the reapers form is based on t he race that is use to "create them". I also could have sworn that, in the final shot with the millions upon millions of Reapers that some of them didn't look like Sovererign.

Each Reaper is created based off the Species that was "melted" to create it.
