It is unlocked as a reward from Arl Eamon after healing him. You can also unlock it through Loghain.

Those quests take a long time to finish! i am already level 11 and still havent completed the urn of sacred ashes quest. and i went to redcliffe first! Here is my question. if i unlock the spec in my first play through. do i have to do so again in subsequent ones? or will it be available to all subsequent chars
