Who is the best to have pick locks towards the start of the game?
Without impeding them later, of course.

Well, Leliana comes with a couple of ranks in lockpicking and is available in Lothering. Zevran starts with no lockpicking and can't be gotten without finishing one main quest.
Leliana can handle the early lockpicking pretty easily, without investing any more, but you'll probably want to figure out which of them you'll want to give enough lockpicking and cunning to open all locks and disarm all traps if that is your goal.
